Mark Haney, Trade Advisor

Mark Haney is a seasoned professional with over 20 years of experience advising small, medium and Fortune 500 companies, foreign governments and trade associations on issues relating to international trade. Mr. Haney is an expert on U.S. trade law and regulations, the evaluation of economic and business trends and interpretation of that information for consumption by decision makers at all levels of businesses and government.

During his career he has focused on rule of origin requirements under free trade agreements and preference programs (AGOA, GSP, ATPDEA, QIZ), changes in practice with respect to the implementation of rules and regulations impacting international trade, classification of merchandise under the USHTS, trade remedy actions such as antidumping and countervailing duty investigations, the China textile safeguard, and Section 421 actions. He has lobbied Congress and administration officials for changes in laws and the implementation of laws and regulations affecting U.S. imports of merchandise, including dozens of pieces legislation to suspend duties on a variety of products saving clients approximately $15 million annually. In addition, he designed, marketed and managed industry leading web-based information and reporting service specifically geared for the apparel industry.

More recently he successfully investigated and petitioned the U.S. Department of Commerce to add 31 separate fabrics to the list of items deemed to be in short supply under the DR-CAFTA. He also developed new reporting system to identify opportunities and challenges relating to the U.S. Generalized System of Preferences (GSP) program.

Mr. Haney has authored several studies relating to trade agreements and future trends in the apparel and footwear markets as well as general economic studies. He has spoken widely on trade issues, and lectured industry courses at the Fashion Institute of Technology (FIT) and the Philadelphia University.
